Accreditation

Buckner has been placing children from Russia into loving homes since 1995 and is in the process of accreditation by the Russian Federation to continue its services. Buckner receives referrals for children of all ages, from infants to pre-teens, who need loving adoptive families. Children of different ethnic backgrounds are available including children of Caucasian, Roma, Asian and Eurasian decent.
Children available for adoption in our Russia program:
• Single children and sibling groups
• Children ages 12 months old at the time of referral
• Older children ages 4 to 15 are also available
• Some children with special needs
A recent UNICEF report states that there are more than 700,000 children and teenagers living in institutions in Russia. The annual number of children left without parental care has more than doubled over the last 10 years, despite falling birth rates.
Some 15,000 young people graduate from the state-run orphanages every year. And at least 40 percent of these graduates eventually end up in prisons, while one in ten will commit suicide.

Age
Couples and single applicants must be at least 25 years of age. The difference in the child’s age and that of the parents should be no more than 45 years.
Marital Status
Married couples and single female applicants are accepted. Couples must have been married a minimum of one year if it is their first marriage and at least two years if there has been more than one marriage for either spouse.
Children in Family
When considering adding single children or a sibling group to a family, it is Buckner policy that there be no more than 6 total children under the age of 18 living in the home after the adoption is complete. Larger families will be reviewed on a case by case basis after their home study is complete.
Faith
In recognizing the need for a child to be nurtured in a loving Christian home, applicants must be Christians, and active members of a church in their community
• Both parents must travel on both trips.
• On average, the first trip is five to seven days.
• The average wait time before the second trip is four to six weeks.
• The second trip averages seven to 10 days depending on whether or not the 10-day waiting period is waived.
• The adoption is finalized in a court hearing.
• Buckner staff in Russia will arrange all in-country logistics.
• Parents will have the opportunity to visit the orphanage where their children lived and meet his/her caregivers and friends.
• Parents will learn about child’s culture and country.

The follow up reports, as well as pictures, are required for Russia at:
- six months after placement
- one year after placement
- two years after placement
- three years after placement
Monthly medical and progress reports are required for Buckner during the first six months of post adoption support. The following is the required number of face to face contacts Buckner will make with families during this six month period, depending on the needs of the child and/or family:
- Infants to 2 years: two visits
- 2 years to 15 years: monthly visits
